Technology development and dissemination is done through agricultural and livestock research, extension, education, and input supply. Agricultural research systems need to be rehabilitated and refocused in nearly every African country. The refocusing is needed in the content of agricultural research, to make it more responsive to both farmers' needs and to the emerging challenges facing agriculture. More work is required to develop and adapt technologies such as those listed above which show promise in smallholder conditions.

Poor people will need nutrition-improvement programs and income enhancing programs such as public works projects, to increase their food intake. Preparation for drought emergencies, and action in such emergencies as is now being provided in Southern Africa and in Northeast Africa, will continue to be important to assure food security in transitory crises. These are additional reasons why food security is a more useful goal than food self-sufficiency. Constraints to Achievement of Objectives To determine what is required to achieve the objectives established for agriculture requires a look at what has gone wrong in the past.

However, it will be easier to produce import substitutes, in cereals, meat, dairy products, fish, fruits and vegetables. Satisfying urban markets, and substituting for imports would provide the 4 percent agricultural growth rate in many countries. But there is no doubt that both export growth and import substitution will require significant improvements in efficiency, relative to that of competing countries outside Africa. There are reasons for hope on the efficiency front. On the one hand, it is expected that growth of agricultural production outside Africa will slacken as the Green Revolution slows, as the scope for irrigation expansion shrinks, as the intensity of farm input use declines in response to the degradation of the natural resource base in many areas of the world, and as farm subsidies decline.
